This research presents one of the most comprehensive consolidated, data-driven analyses of central government welfare and inclusion programs implemented in India between 2014 and 2025, with specific focus on their reach, scale, and implications for minority communities, particularly Muslims, and residents of Jammu and Kashmir. Unlike existing studies that examine individual schemes in isolation or rely on limited time-period data, this study systematically aggregates and analyzes official administrative data across more than 50 major welfare programs spanning healthcare, housing, financial inclusion, education, entrepreneurship, skill development, and women's empowerment.
Drawing exclusively from verified public-domain sources including ministry reports, parliamentary records, budget documents, and official dashboards, the study provides a longitudinal assessment of welfare expansion over an eleven-year period. Major flagship programs such as Ayushman Bharat PM-JAY (covering over 55 crore individuals), Pradhan Mantri Awas Yojana (over 4 crore houses sanctioned), Pradhan Mantri Jan Dhan Yojana (over 52 crore bank accounts opened), and MUDRA (over 40 crore loans disbursed) are evaluated within a unified analytical framework to assess systemic welfare reach and inclusion patterns.
Methodologically, this research advances transparency and replicability by relying exclusively on official administrative records and presenting cross-sectoral welfare data within a unified framework. The findings provide an empirical foundation for evaluating welfare delivery outcomes and offer a reference framework for future research, policy evaluation, and comparative analysis.

Financial Inclusion — Pradhan Mantri Jan Dhan Yojana
Millions of Muslim households gained banking access through national financial inclusion programs, enabling direct benefit transfers and economic participation. Over 52 crore bank accounts opened; 55% held by women.
Housing Support — Pradhan Mantri Awas Yojana (PMAY)
Government housing programs improved living standards and asset ownership among economically weaker Muslim households. Over 4.3 crore houses sanctioned with an 81% delivery rate.
Healthcare Coverage — Ayushman Bharat PM-JAY & SEHAT

Targeted skill development programs for minority youth, madrasa graduates, and traditional artisans create pathways to formal employment and entrepreneurship.
Reservation Inclusion — OBC, ST, and EWS
Kashmiri Muslim communities gained access to OBC and Scheduled Tribe reservation systems, improving access to education and government employment. ST status extended to Gujjars, Bakerwals, Gaddis, and Sippis. EWS (10%) quota available to all communities on economic criteria.
Digital Welfare Delivery — JAM Trinity & DBT
The Jan Dhan–Aadhaar–Mobile (JAM) infrastructure enabled over ₹30 lakh crore in Direct Benefit Transfers, eliminating intermediaries and ensuring leakage-proof delivery to beneficiaries across communities.
J&K Welfare Integration
Post-Article 370: Central schemes extended to Jammu & Kashmir. 22 lakh families covered under PM-JAY; 3.5 lakh houses sanctioned under PMAY; 68 lakh Jan Dhan accounts opened in the region.
